We recommend using the paper filter when using a dust bag to keep the motor protected in case the bag gets ripped during operation.

You can still use both but you loss suction by doing so.

The elbow seems to be permanent with no way for it to come off. I can't find anything about it in the manual or on rigid.com.

Thank you for your interest in RIDGID! The plastic elbow or inlet tube is permanent on the drum. The bag fits over that plastic part.

Mine needs to attach on the top. Is there something I can do to use or buy a dust bag that will fit? I'd hate to return the shop van because there are no accessory/parts to support using it.

We regret to inform you that your vacuum is not designed to have filter bags.

We do not recommend that you use one on the (WD1636) vac since it will interfere with the lid. Also, it would not fill up very much and would not overall be a huge benefit.

The VF3503 filter bags for the 6 and 9 gallon vacuums will be too big for a 4 gallon vacuum.

Please use the VF3501 bags which are specifically designed for our 4 to 4.5 gallon vacuums.

In our woodshop we go thru vacuum filters like water over a dam. We have 7 shop vac all which use the VF4200 filter.
With 55 members it does not take long to fill the vacuums and clog the filter. I can tell you none of us enjoy cleaning the wood chips out of the filters. We need a means to let the saw dust goes thru a filter cover but not the wood chips.
So any advice you can give would be very welcomed. The filter work great but the clogging does not. We have individual vacuums on the smaller power tools and 2 outside vacuum systems that handle the bigger power tools, such our 20 inch planner and router stations

If you are trying to vacuum up fine particles, such as drywall dust or cold ashes, you need to use the VF5000 filter. This 3-layer material paper filter is specifically made to filter fine dust
